About the Sportaccord
The Global Association of International Sports Federations (GAISF) is the central umbrella organization of sports federations worldwide. It comprises 109 organisations (as of October 2017), including sports federations such as FIS and FIFA, but also sports organisations with special areas of responsibility such as the World Federation of Sports Medicine. However, the International Olympic Committee is not a member. The association is also known by the old name SportAccord.
Organisation
The highest decision-making body is the General Assembly, which is held annually in May at changing locations. The individual member associations are entitled to vote regardless of their size.
The executive committee, whose term of office is four years, consists of nine persons. These are selected according to a specific key:
- three from the associations belonging to the Association of Summer Olympic International Federations (ASOIF)
- two federations belonging to the Association of International Olympic Winter Sports Federations (AIOWF)
- two associations belonging to the Association of the IOC Recognized International Sports Federations (ARISF)
- any association of the Alliance of Independent Recognised Members of Sport (AIMS), and
- one from the ranks of associations which do not belong to any of the above organisations
The President is elected by the General Assembly. From 2016 until his death on 14 October 2018, the incumbent was the Swiss Patrick Baumann, Secretary General of the International Basketball Federation FIBA at the time of his election. Raffaele Chiulli has been appointed as provisional director for the period until the General Assembly in May 2019.
History of the FIBA
The Association was founded in 1967 in Lausanne as the General Assembly of International Sports Federations and renamed the General Association of International Sports Federations in 1976. Since April 2009, the association has been called SportAccord, and since April 2017 it has borne its current name. Lausanne is its founding and current headquarters; from 1978 to 2009, however, it was Monaco.
On 20 April 2015, then President Marius Vizer made a controversial speech at the SportAccord Congress in Sochi in which he attacked the IOC and proposed a 20-point plan. The plan had not been agreed with the member federations, so more than two dozen SportAccord members subsequently suspended or terminated their membership. Vizer subsequently missed the support of the association’s members and resigned from the presidency at the end of May 2015. SportAccord was then in crisis and had to reduce its workforce by two-thirds from 21 to 7 employees in the second half of 2015. At 1.7 million euros, the 2016 budget is around a quarter of the 2014 figure, after the association lost numerous sponsors. President Patrick Baumann, who was elected in April 2016, was regarded as a confidant of IOC President Thomas Bach. The professional associations for rowing and shooting that resigned in 2015 have been members again since April 2017.
Significance
While the International Olympic Committee recognizes only 68 professional associations (as of October 2012), the circle of GAISF member associations is considerably larger and also includes numerous sports that are hardly known in Europe. Since the admission of the motor sports association FIA in May 2013, all major sports associations have belonged to Sportaccord, which – despite limited resources and expertise – is therefore regarded as the highest body of world sport.
The condition for admission is the worldwide distribution of a sport. As a rule, only one federation per sport is admitted – even in competing international sports federations. Their admission is decided by an absolute majority.
